This white paper confronts the urgent educational challenges affecting economically disadvantaged (ED) students in the Homeland Security and Emergency Preparedness (HSEP) program within the Human Resource Services Cluster of Maryland’s Career and Technical Education programs. Despite various interventions, recent data reveal persistent gaps in graduation rates and skill attainment for these students compared to their more affluent peers. These disparities extend beyond academic metrics, affecting students’ overall well-being and future employability, with potential long-term consequences for our communities’ economic and social fabric.
